What It Costs to Build in Delhi NCR in 2026

Ask three contractors what it costs to build and you will get three numbers, none of which will survive contact with the project. Not because anyone is lying, but because "cost per square foot" is a summary of about forty decisions, and no two people summarising it are including the same forty.
Here is what the number actually contains.
The ranges, as of mid-2026
For built-up area, excluding land:
- Basic: roughly ₹1,800–2,200 per sq ft. Local materials, standard fittings, no lift, minimal services.
- Standard: roughly ₹2,200–3,500 per sq ft. This is where most residential work in NCR sits.
- Mid-premium: roughly ₹3,500–4,800 per sq ft. Lift, better envelope, proper HVAC provision, considered finishes.
- Luxury: ₹5,000 and upward, with full South Delhi specification reaching well past ₹6,000.
Rates have escalated roughly 8–12% over the last year. Cement is running around ₹400–470 a bag depending on grade and brand, TMT steel around ₹59–68 per kg by diameter, and river sand ₹2,600–3,300 a tonne against manufactured sand at ₹1,800–2,400.
Commercial work generally sits above the equivalent residential grade, largely because of HVAC, lifts, fire systems and higher service densities.
Treat all of these as a starting frame, not a quotation. The spread between the top and bottom of "standard" is fifty per cent, and that spread is the entire conversation.
What is not in the number
This is where budgets fail. Almost every per-square-foot rate you will be quoted excludes:
- GST: 18% on works contracts. On a ₹3 crore build that is ₹54 lakh, and we have watched clients discover it late.
- Land, and anything to do with acquiring it.
- Sanction fees, development charges, conversion charges where applicable.
- Professional fees: architecture, structure, services, project management.
- Site conditions: a difficult water table, a poor soil report, a boundary dispute, a demolition. None of these are in a generic rate.
- Escalation: a rate quoted today, on a build running twenty months, is a rate for a market that will have moved.
- Contingency. Ten to twelve per cent. Not optional, not padding.
A ₹2,500 per sq ft "all-in" quote on a 5,000 sq ft build is ₹1.25 crore of civil work. By the time GST, fees, approvals and contingency are added, the number the client actually pays is closer to ₹1.7 crore. Nobody has been dishonest. The client simply asked for the wrong number.
Where the money actually goes
On a typical standard-specification residential build, roughly:
- Structure: RCC frame, foundation, steel, shuttering: the largest single head, and the one where saving money is most dangerous and least visible.
- Masonry, plaster and waterproofing: unglamorous, and where a large share of long-term failures originate.
- Finishes: flooring, joinery, paint, sanitaryware. The most elastic head. Two identical structures can differ by 40% here.
- Services: electrical, plumbing, HVAC, firefighting. Rises sharply with building height and occupancy.
- Preliminaries and site overheads: scaffolding, site establishment, supervision, security.
The important asymmetry: the heads you can see are the elastic ones, and the heads you cannot see are the fixed ones. This is precisely backwards from where most clients want to economise.
Why the lowest quote costs the most
A contractor who quotes below the market has three ways to make the number work. He can absorb the loss, which he will not. He can reduce specification quietly, which shows up in five years. Or he can price the change orders.
The third is the most common and the most expensive. A drawing set with gaps is an invitation to price the gaps later, at rates set when the client has no leverage, because the frame is up and the alternative is a half-built building.
The defence is not negotiation. It is a complete drawing set and a properly measured bill of quantities before tender. A contractor cannot change-order what has already been specified and priced.
Five things that genuinely reduce cost
- A regular structural grid. Irregularity is expensive in steel, in shuttering and in labour hours. Most of it buys nothing.
- Deciding finishes before tender, not during. Every specification decided on site is decided without competitive pressure.
- Fewer, larger openings rather than many small ones. Every opening is a lintel, a frame, a seal and a leak risk.
- Getting the services drawing coordinated before the slab is cast. A chased slab costs three times what a sleeved slab costs, and weakens it.
- Building continuously. Stop-start is the single most expensive thing a client can do. Site establishment gets paid for twice, labour disperses, and the market moves under you.
The one number worth asking for
Not "what is your rate per square foot." Ask instead: "give me a bill of quantities against these drawings, at these specifications."
It is a slower question and it produces a slower answer. It is also the only version of the question that gives you a number you can hold someone to.
