RCC, Steel or Composite

The structural system is chosen early, usually quickly, and it determines the programme, the cost profile, the column grid and the building's flexibility for the next fifty years.
In India the default is reinforced concrete, and for most buildings the default is right. It is worth knowing why, and when it is not.
Reinforced concrete
Why it dominates here: materials are available everywhere, the labour skill base is deep and widely distributed, it needs no specialist fabrication facility, it provides inherent fire resistance without applied protection, and it delivers mass, which, as discussed elsewhere, is thermally valuable in this climate.
What it costs you: time. RCC is a wet trade with curing periods that cannot be compressed, and it is weather-sensitive. Monsoon slows or stops concreting. A typical floor cycle is measured in days per floor and is the pace-setter for the whole programme.
Its structural limits: long spans get heavy quickly. Beyond a certain span, the beam depth needed starts eating floor-to-floor height, and the self-weight begins to drive the foundation.
Where it is clearly right: residential, most commercial up to moderate heights, anything where mass is wanted, anything on a site without good access for fabricated components.
Structural steel
What it buys: speed and span. Steel is fabricated off-site and erected, so the frame goes up considerably faster and is far less weather-dependent. It spans further with less depth, and it is lighter, which reduces the foundation.
What it costs: the material is more expensive per tonne, it requires applied fire protection with a cost and a maintenance implication, it requires corrosion protection, and it depends on a fabricator with genuine quality control and on site access adequate for delivery and craneage.
Where it is clearly right: long-span structures, industrial buildings, warehouses, auditoria, atria, projects where programme is the governing commercial factor, buildings needing column-free flexibility, and anything where site conditions favour a light structure.
Composite
Steel beams acting together with a concrete slab, usually on profiled metal decking.
What it buys: much of steel's speed and span with concrete's floor performance. The deck acts as permanent formwork, removing a large part of the shuttering cycle, which is often where the real time saving sits.
Where it is clearly right: commercial towers and mid-to-high-rise office work where floor cycle time is commercially significant and spans are longer than RCC handles comfortably.
What actually decides it
Rarely a pure engineering comparison. In practice:
Programme value. If finishing three months earlier is worth a large sum, a hotel opening, a lease commencement, a retail season, steel or composite may be cheaper overall despite costing more per tonne. If it is not worth much, RCC almost always wins on cost.
Local capability. A competent RCC contractor is available almost anywhere in India. A competent steel fabricator with real quality control is not, and using an inadequate one is worse than not using steel at all.
Site access. Steel needs delivery and craneage. A constrained urban plot may simply not permit it.
Span requirement. If the brief needs a column-free forty-metre span, the decision is made for you.
Height and lateral system. Above a certain height the lateral load system, shear walls, core, outrigger, governs, and the frame material choice follows from it.
Fire strategy. RCC has inherent resistance. Steel needs applied protection, which is a cost, a trade and a maintenance liability.
The advice
Do not choose the system on the frame cost. Choose it on the total: frame, foundation, fire protection, formwork, programme value and the cost of the risk you are taking on the supply chain.
And take the decision at concept stage with the structural engineer in the room. A structural system chosen after the architecture is resolved is a structural system that will impose itself on the architecture, usually as a column somewhere unhelpful.
