Building in a Controlled Context

Some sites come with an additional layer of control: a heritage zone, a bungalow zone, a ridge regulation, an area around a protected monument, a diplomatic enclave.

Clients arrive at these sites expecting to be told what they cannot do. The more useful conversation is about what the controls are actually protecting, because that determines how much freedom there really is.

What the controls typically govern

Height, usually absolute rather than by floor count, and frequently the binding constraint.

Plot coverage and setbacks, often more generous in green than in built form, which is the point of the control.

Trees. In Delhi's low-density zones, mature trees are protected and their removal requires permission that is not routinely given. A tree is a site constraint with legal force, and the building goes around it.

Boundary treatment. Wall heights, gates, and what is permitted at the street edge, because the street is what the control is mostly about.

Design review. In some zones a proposal is assessed on appearance and context, not only on numbers. That is a different kind of submission and it requires a different kind of drawing.

Proximity to protected monuments, where national rules impose prohibited and regulated zones with their own approval route.

What they usually do not govern

This is the part clients do not expect.

Internal planning is generally free. Material palette is usually a matter of persuasion rather than prohibition. Contemporary architecture is very often permitted , most controls in these zones are about mass, height, setback and the treatment of the street edge, not about style.

The common assumption that a controlled zone requires pastiche is wrong more often than it is right. What the controls want is a building that does not disrupt the scale and rhythm of its street. A well-argued contemporary building that respects mass, setback, boundary and tree line will frequently pass where a badly proportioned traditional one will not.

How to work in one

  1. Establish the full control stack before design. Master plan classification, zonal plan, any heritage or bungalow zone regulation, monument proximity, tree survey, and any additional authority with a say. There are often more than expected, and finding the fourth one late is expensive.
  2. Survey the trees first. Position, species, canopy, health. The building is designed around this drawing.
  3. Design to the street section, not just the plot. In a controlled context the neighbours' scale, setback and boundary line are effectively part of the brief.
  4. Prepare for a design review submission properly where one applies. Context elevations, a streetscape drawing, material samples, a written rationale. A numbers-only submission into a review process will be returned.
  5. Do not assume pastiche. Argue the building on mass, scale and street relationship. That is what the reviewers are assessing.

The discipline it teaches

Controlled contexts force a building to be considerate , to sit within a scale it did not set, to work around what already exists, to make its case rather than assert itself.

That is not a limitation on architecture. It is a fairly good description of what architecture is supposed to do, and practices that work well in these zones tend to be better on unconstrained sites too, because they have had to learn to justify decisions rather than simply make them.
